A Major General Takes on Cross-Theater Duties, Making a New Appearance in This Report Meeting Concerning Preparedness for War

On August 4th, the Southern Theater Command held the 4th Advanced Deeds Report Meeting on Preparedness for War.




During the meeting, comrades from the Southern Theater Command, including Zhao Yongdeng, Political Commissar of a certain battalion in the Army, Wang Huike, Political Instructor of a certain garrison force in the South China Sea under the Navy, Liu Qiang, Deputy Commander of a certain brigade in the Air Force's aviation unit, Jiang Dewei, Commander of a launch battalion in the Rocket Force, Gao Haichao, Staff Officer of a certain department in the Hainan Military Region, Wang Haixu, Commander of an anti-aircraft battalion in a certain unit of the Hong Kong Garrison, Guo Qiuju, Senior Engineer in a certain department of the Theater Command, Xiang Yuedong, Platoon Leader in a certain unit of the Joint Logistics Support Force, and Ma Mingzhe, Assistant Researcher in a certain department of the Strategic Support Force, gave reports on their deeds respectively.

According to the information, they were all recommended by the theater command units as representatives of advanced units and individuals in the preparedness for war. They have achieved outstanding results in studying warfare, enhancing combat capabilities, innovating and overcoming difficulties, and completing missions, making significant contributions.

Political Observer noticed that Wang Xiubin, Commander of the Southern Theater Command, and Yin Hongwen, Deputy Political Commissar and Director of the Political Work Department of the theater command, attended the meeting.

This is the first public appearance of Yin Hongwen in this capacity. China Military Web disclosed the scene of Yin Hongwen attending the above-mentioned report meeting, with his epaulettes indicating the rank of Major General.

Public reports reveal that Yin Hongwen is an experienced political officer within the military system, having been responsible for political work in relevant departments of the Central Military Commission and theater commands.

His resume shows that before this round of military reforms, Yin Hongwen held positions such as Chief of the Organization Department of the Political Department of the former Nanjing Military Region, Political Commissar of the 1st Infantry Division of the former Group Army, Political Commissar of the 311 Base of the General Political Department, and Secretary-General of the General Political Department.

In 2014, the "PLA Daily" reported that at that time, Yin Hongwen, who was a political commissar in a certain department of the General Political Department, stated in the context of a discussion on combat effectiveness standards:

We must focus on the "head" of the Party committee and examine whether the work arrangement and planning at the regiment level and above are scientific, whether the awareness of planning and strategizing for war is firm, and other issues. We should take "building a team capable of fighting and leading troops in battle" as the goal, making "being able to win battles" the core of Party committee decision-making.

After the military reform, the organizational structure of the Central Military Commission was adjusted and formed. Yin Hongwen successively served as Director of the Office of the Political Work Department of the Military Commission and Assistant Director of the Political Work Department of the Military Commission.

In early 2018, public reports disclosed that Yin Hongwen was assigned to the Eastern Theater Command. In August of the same year, he appeared at relevant meetings of the theater command as Deputy Political Commissar and Director of the Political Work Department of the Eastern Theater Command, a role he held until his new appointment to the cross-theater position.

In August of last year, the 12th Model City (County, District) Naming and Model Units and Advanced Individuals Commendation Conference of Jiangsu Province was held. At that time, Yin Hongwen attended the conference as Deputy Political Commissar of the Eastern Theater Command and Director of the Political Work Department.

Political Observer noticed that Yin Hongwen had previously co-authored an article in the military newspaper titled "From the Battle of Ma Jiang River to the Tragedy of Jiawu." The article mentioned:

It has long been pointed out that from the Battle of Ma Jiang River to the Jiawu War, the Chinese people suffered not only military defeats but also, more importantly, ideological defeats. Today, we must always prioritize national sovereignty and security, closely follow changes in the international strategic landscape, actively track the development trends of new world military changes, free our minds, update our concepts, seize development opportunities, and continuously promote military strategic innovation and development.

Although the late Qing Navy made some progress in implementing military education, cultivating military talents, and drawing lessons from Western military regulations and systems, the reform lacked momentum, faced many obstacles, and had inadequate planning. This reform was superficial, symptomatic, and incomplete, and the results showed failure.

In the current context of military reform, we should closely follow the pace of central reforms, adopt a spirit of innovation and progress, accelerate reforms in key areas and crucial links, focus on breakthroughs in optimizing the military leadership and management system, building a joint operational command system, improving the structure of operational forces, and enhancing policies, laws, and regulations. We should conduct research on the mechanism of victory to guide institutional reforms and innovations in combat methods and training methods, measuring and testing the effectiveness of reforms with combat effectiveness standards.
