Alert Triggered as 7 Low-Income Individuals Withdraw 30 Million Yuan Per Capita! 10 People Arrested!

 Several low-income individuals without fixed jobs frequently visited banks to withdraw cash, with an average withdrawal exceeding 30 million yuan per person, triggering anti-money laundering alerts by the banks. Recently, the High-tech Sub-Bureau of Xi'an Public Security Bureau solved this major money laundering case. On August 24th, the investigators informed reporters that the police had arrested 10 suspects in the case, involving a total sum of 503 million yuan.


In early April, the Economic Investigation Brigade of the High-tech Sub-Bureau of Xi'an Public Security Bureau received reports from a certain bank about abnormal transactions involving large cash withdrawals. The police immediately established contact with the Anti-Money Laundering Office of the People's Bank of China Xi'an Branch and conducted an investigation into the relevant illegal activities.


Initial investigations by the police found that the 7 individuals involved had no fixed jobs and relatively low incomes, but they had personal bank accounts in multiple banks and engaged in consistent large cash withdrawals. The police discovered that each of these individuals withdrew more than 30 million yuan on average from the banks. Since they couldn't explain the source of these large sums of money, their transaction patterns triggered the banks' anti-money laundering alerts.


On April 12th, the police formally filed an investigation into the case and began a thorough probe. The specialized task force discovered that the funds involved all came from POS machines bound to shell merchants registered by a certain payment service company in Shanghai.


After over two months of meticulous investigation and analysis, a hierarchical criminal network engaged in illegal payment settlements emerged.


On June 20th, the task force deployed 60 police officers to various locations for a concentrated crackdown on the criminal network. They successfully apprehended 10 suspects and seized a batch of evidence, including mobile phones, POS machines, and bank cards.


Through the investigation, it was found that suspects Lu and Wei had established three underground casinos. Since January 2022, 25-year-old Zhang, a resident of Xi'an, had been in contact with Lu and Wei to provide illegal fund settlement services to the three underground casinos, aiming to make substantial profits. Zhang organized multiple individuals to use POS machines to collect illicit funds and then directly conducted cash settlement through fabricated transactions, deducting a minimum commission of 0.3%. Currently, the police investigation has revealed that the illegal fund settlement network had settled and cashed out a cumulative amount of 503 million yuan, earning illicit profits of over 2 million yuan.


At present, Zhang and 8 other suspects have been arrested by the Yanta District People's Procuratorate of Xi'an on charges of money laundering. Lu and Wei, the two individuals responsible for the casino operation, have been arrested on charges of running illegal gambling operations. The case is currently under further investigation.
