Huangshan City Huizhou District Market Supervision Bureau in Anhui Province has implemented "four measures" to promote the improvement of the business environment.

 This year, the bureau has deepened the convenience of business registration and cancellation, strengthened the protection of intellectual property creation and utilization, enhanced market supervision cooperation, and continuously improved the business environment to invigorate the market and provide convenience for the public.

The bureau adopts a compassionate approach in regulatory oversight of minor violations. It earnestly implements the provisions of "no punishment or lighter punishment for minor violations in the Yangtze River Delta region," giving equal importance to supervision and service, considering the specific circumstances of violations and parties involved, and reasonably exercising discretion to promote compliant business operations. In the first half of the year, 35 cases of ordinary administrative penalties were concluded, with six cases receiving lighter punishment, 16 cases receiving reduced penalties, and two cases exempted from punishment. Additionally, 32 cases of simplified administrative penalties were handled, including 26 cases of warnings.

The bureau simplifies registration and cancellation procedures through micro-reforms. They pioneered the "dual delivery of documents" mechanism in the city, delivering the "Credit Restoration Notice" and administrative penalty decision simultaneously to minimize the adverse impact of administrative penalties on business entities' credit. They also established the first business entity registration intermediary service enterprise liaison station in the province, facilitating communication between government departments and businesses and enhancing the capabilities and legal awareness of intermediary service agencies. Micro-reform measures such as "one-screen cancellation," mobile applications for government services, streamlined procedures for local residents, and pre-registration guidance have been implemented to make registration and cancellation more convenient, aligning with the needs and directions of business entities.

The bureau collaborates with various departments to synergize efforts. It conducts regular departmental consultations and coordination, analyzes and assesses evaluation criteria, and mobilizes joint efforts to overcome challenges. Special research is conducted by departments such as development and reform and the judiciary to address issues related to credit benefiting the people and supporting enterprises. Cooperation is encouraged at the township and community levels to effectively improve the quality of indicators and the overall ranking of the city.

Innovation and development of micro-ventures are supported. Focusing on the "3139" industrial development action plan and in accordance with the willingness of enterprises for innovation and development, the bureau revised the "Huizhou District Policies for Promoting Quality Improvement" and established comprehensive support policies for the entire chain of intellectual property creation, utilization, protection, management, and service. They actively sought approval for projects, successfully applied for projects such as Newell Precision Machinery's overseas intellectual property risk warning, Huangshan Chemical Industry Association's epoxy resin industry patent navigation service base, and BMA Group's provincial key trademark protection. Enterprise-bank and enterprise-insurance matchmaking meetings were held to promote intellectual property financing loans and intellectual property insurance initiatives.
