The latest data shows that there are currently 98,000 specialized, refined, characteristic, and innovative small and medium-sized enterprises (referred to as specialized SMEs) and 12,000 "little giant" enterprises across the country.
In recent years, the Ministry of Industry and Information Technology has carried out graded cultivation, guiding small and micro enterprises to focus on casting expertise, strengthen industries through support, and win the market through innovation, realizing specialized and innovative development. Various places have taken multiple measures to support the development of SMEs, and many specialized SMEs have emerged, injecting strong momentum into high-quality development.
Strengthening Planning Guidance
Regions have made the cultivation of specialized enterprises an important measure to promote high-quality development, specifically introducing plans to promote the specialized development of SMEs, and accelerating the formation of a policy system to support specialized development.
Recently, with 217 companies entering the fifth batch of national-level specialized "little giant" enterprises list, Hubei has reached 680 national-level specialized "little giant" enterprises. Liu Weijun, director of the SME office of the Hubei Provincial Department of Economic and Information Technology, said that in recent years, Hubei Province has actively guided SMEs to take the path of specialized development and formulated several policy documents to support the development of specialized enterprises.
On July 27, Shunyu Shares, headquartered in Hefei, was listed on the Growth Enterprise Market, another fruitful result of cultivating specialized "little giant" enterprises locally. "Since its establishment in 2011, the company has insisted on taking the road of specialized development and has received a lot of special policy support from government departments," said Deng Bangwu, chairman of Shunyu Shares. At present, specialized enterprises have become the vanguard of high-quality development in Anhui, especially a batch of specialized enterprises with unique skills stepping into the capital market.
Shandong Province regards guiding and supporting the specialized development of SMEs as an important way to cultivate and strengthen the conversion of old and new kinetic energy across the province, and to formulate and implement plans and rules for cultivating high-quality and specialized SMEs, setting up provincial, city, and county-level account systems and work desks, coordinating more than 120 service agencies to provide professional services, and carrying out precise cultivation for more than 20,000 enterprises in the database every year.
"Tianjin's specialized SMEs continue to gather in key industries," said a person in charge of the Tianjin Municipal Bureau of Industry and Information Technology. As of the end of 2022, more than 90% of the above-scale specialized SMEs have reached the key industry chains in high-end equipment, innovative applications of information technology, etc. Specialized "little giant" enterprises have filled the gaps and shortcomings in key areas of the industrial chain.
Breaking Difficulties and Pain Points
Various regions are actively exploring and boldly attempting to solve the difficulties and pain points in the cultivation process of specialized enterprises.
"Dongjiang formulated a plan for graded cultivation of high-quality SMEs, practicing the concept of joint creation led by party building, and forming a collaborative effort between the Enterprise Service Bureau and various investment departments and industrial park companies for graded cultivation," explained Jin Liting, director of the Dongjiang Comprehensive Bonded Zone Enterprise Service Bureau.
Regions are constantly increasing financial support. As of the end of June, the specialized enterprise loan balance of Tianjin Rural Commercial Bank was 6.483 billion yuan, an increase of 1.197 billion yuan since the beginning of the year. Shandong has formulated detailed rules for risk compensation for specialized enterprise loans, and this year has facilitated 203 enterprise projects to reach investment and financing cooperation intentions of 38.1 billion yuan.
Through supporting "chain leaders" to activate the industrial chain. At present, 90% of Shandong's specialized "little giant" enterprises are matched to industry leaders. Liu Guangjie, Deputy Mayor of Changyi City, Shandong Province, introduced that under the leadership of specialized leading enterprises, the local area is striving to build a 100 billion yuan-level advanced manufacturing industry cluster such as high-end chemical industry.
Anhui Province promotes specialized enterprises to jointly build innovation consortia with large research institutes and universities. It implements more than 300 "Industrial Strong Base", "Banner Command", and collaborative research projects every year, and provincial specialized enterprises have accumulated more than 760 first equipment, first batch materials, and first edition software products.
Hubei uses the maker competition as a "star avenue" to cultivate specialized "little giant" enterprises, and a large number of small and medium-sized enterprises such as Juxinwei, Xingfu Electronics, and Zhongnan Pengli have developed with its help. At the same time, through the incubation model of public creation-incubation-acceleration-park, it guides small and micro enterprises to develop towards specialization.
Perfecting Graded Cultivation
At present, specialized enterprises in various regions are striving to grow from "small seedlings" to "tall trees", becoming an important force to stimulate innovation momentum and stabilize the industrial chain and supply chain.
"As of now, there are 1,579 specialized SMEs in Tianjin that are still valid, an increase of 249.34% from the 452 at the end of 2020," said a person in charge of the Tianjin Municipal Bureau of Industry and Information Technology. For the first time, Tianjin will award up to 2 million yuan to small and medium-sized enterprises that become specialized "little giants".
In 2022, the operating income of Anhui's specialized enterprises increased by 11.7%, 3.4 percentage points higher than that of industrial enterprises above the designated size; contributing nearly 30% of operating income and profit with 18.5% of the total number of small and medium-sized industrial enterprises above the designated size. Next, Anhui will implement specialized doubling actions and improve the system for cultivating high-quality SMEs.
Hubei Province proposes to cultivate about 10,000 innovative small and medium-sized enterprises, more than 5,000 provincial-level specialized SMEs, and more than 500 national-level specialized "little giant" enterprises by the end of the "14th Five-Year Plan". Jiang Bin, a member of the party group and deputy director of the Hubei Provincial Department of Economic and Information Technology, said that they will fully play the role of the SME public service platform and form a joint effort to serve specialized SMEs.
The Shandong Provincial Department of Industry and Information Technology revealed that Shandong will further improve the graded cultivation system, striving to cultivate 10,000 specialized SMEs and more than 1,000 specialized "little giant" enterprises by 2025.
