How to Promote the Work of the CPPCC Steadily and Far in the New Era of Understanding? Guizhou Province CPPCC Shows the Way!

On May 23rd to 24th, the Chairman's Conference Delegation of Guizhou CPPCC inspected the development of the Wuyang Marze Blueberry Orchard Industry in Majiang County.

The 19th National Congress of the Communist Party of China outlined a grand blueprint for comprehensively promoting the great rejuvenation of the Chinese nation with Chinese-style modernization. Upholding high-quality development to oversee the overall situation is General Secretary Xi Jinping's earnest entrustment to Guizhou, and promoting high-quality development is the theme of all the work in Guizhou on the new journey of modernization.

Xu Lin, Secretary of the Guizhou Provincial Party Committee and Director of the Provincial People's Congress Standing Committee, cheered on the new members of the Provincial CPPCC, saying, "In the new era and on the new journey, we are in the right place and have great potential."

Since the beginning of this year, the Guizhou CPPCC has taken the opportunity of conducting thematic education to deeply study and implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and the spirit of the 19th National Congress of the CPC. It wholeheartedly supports the establishment of the two "no's," and faithfully practices the two "safeguards." It focuses on the primary task of achieving high-quality development, effectively enhances the high-consciousness of serving high-quality development in its performance of duties, strengthens ideological and theoretical armament, enhances political capabilities, and ensures the correct direction of the CPPCC's service for high-quality development. It conducts in-depth research on major issues, improves thinking ability, enhances the performance level of serving high-quality development, demonstrates the practical effectiveness of the CPPCC's service for high-quality development, and strives to contribute wisdom and strength to advancing China's modernization in Guizhou.

Guided by new thinking, the Guizhou CPPCC has built a solid foundation for unity and striving. "Theoretical learning must have the courage and confidence to generate exchanges and confrontations of ideas, constantly deepening the understanding and grasp of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era," said Zhao Yongqing, Secretary of the Guizhou CPPCC Party Group and Chairman, during a special party class for CPPCC members and staff.

At the beginning of the new CPPCC term, the CPPCC has positioned theoretical learning as "exchanging genuine knowledge." The Party Group of the CPPCC has presided over collective study activities of the central learning group of the Party Group. The main members of the Party Group and party member vice-chairpersons have taken the lead in delivering key speeches. The "Three Walks" study and discussion system for learning and implementing Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era has been formulated, with six study and discussion groups established. The group leaders are served by the Secretary of the CPPCC Party Group, members of the CPPCC Party Group, or party member vice-chairpersons, and the members include all specialized committees and offices of the CPPCC. So far, 12 concentrated study and discussion sessions have been held, and in the process of understanding and exchanging, confronting opinions, and integrating theory, profound understanding of the great power of thought, enthusiasm for progress, and cohesion of actual work have been achieved, promoting the formation of a strong atmosphere of using Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era to consolidate the foundation and forge the soul.

At the Chairman's Conference of the Provincial CPPCC held on July 7, each specialized committee reported on the progress of the large-scale visit activities of CPPCC members. So far, fruitful results have been achieved in the large-scale visit activities involving opinions and suggestions on economic and social development throughout the province, which have been affirmed and commended by the main leaders of the Provincial Party Committee and Provincial Government.

Since the new term began, the CPPCC has included CPPCC members in nine specialized committees, relying on the specialized committees to organize regular performance of duties and formulated the "Working System (Trial) for Contacting and Serving CPPCC Members of the Guizhou Provincial Committee of the CPPCC at the Municipal (Prefecture) and Provincial Levels," expanding the platform for CPPCC members to perform their duties. To further strengthen ideological and political guidance, promote the theme education to go deeper, be more practical, and go deeper into the heart, and better play the role of CPPCC members, the CPPCC has deployed a large-scale visit activity. Each specialized committee has carried out various forms of visits based on its own characteristics. The person in charge of the Committee for Culture, History, and Learning said, "Through the visit, consensus has been enhanced, work has been promoted through interaction and communication, and problems have been solved through heart-to-heart talks." In the course of the visit, the Economic Committee, based on the wishes of members and members' units, explored the establishment of member workstations, learning stations, and contact points.

Li Hanyu, Vice Chairman of the CPPCC, praised the large-scale visit activities, saying, "The members and society have responded well, which has driven members to strengthen their ties with the masses in their respective fields."

The CPPCC of Guizhou has continued to deepen, internalize, and transform the study and implementation of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. As Zhao Yongqing said, "Getting the right thinking and methods can make one stand higher, see deeper in analyzing problems, and get accurate in carrying out work."

On July 10, Zhao Yongqing presided over a meeting to review the progress of the research on the high-quality development of the tourism industry. Provincial Party Secretary and Minister of the Propaganda Department Lu Yongzheng, Deputy Governor Dong Jialu, Cai Chaolin, Vice Chairman of the CPPCC Zhao Deming, Zhang Guangqi, and the leading units of six special research topics attended the meeting to hear reports on the progress of the research and discuss the drafting of the research report.

Promoting key work through research is an important deployment by the Guizhou Provincial Party Committee of the Communist Party of China to implement the Central Party's important instructions on carrying out extensive investigation and research. In accordance with the "2023 Work Plan of the Standing Committee of the Provincial Party Committee for Promoting Key Work through Research," Zhao Yongqing serves as the overall convener of the research topic "High-Quality Development of the Tourism Industry."

General Secretary Xi Jinping has praised Guizhou as a "Province of Parks," and requires Guizhou to enrich the ecological and cultural connotations of tourism and achieve high-quality development of the tourism industry. The promotion of the "four wheels" of new industrialization, new urbanization, agricultural modernization, and tourism industrialization is an important requirement of General Secretary Xi Jinping during his inspection of Guizhou in 2015. During Xi Jinping's inspection of Guizhou in 2021, he emphasized once again that the industrialization of tourism is the most evident "one" of Guizhou's comparative advantages, and Guizhou's tourism industry is of strategic importance.

The party committee makes arrangements, and the CPPCC takes action. After taking on this task, Zhao Yongqing immediately formed six specialized research groups, three of which are led by relevant leaders of the Provincial CPPCC. They developed detailed research itineraries and work plans, conducted in-depth research in nearly 60 counties (cities, districts) of nine cities (prefectures) in the province, gathered consensus around the goal of building Guizhou into a world-class tourist destination, and guided all regions, departments, and relevant parties to unify their thoughts and actions with the decisions and deployments of the Provincial Party Committee and Provincial Government, in order to develop world-class tourism resources according to world-class standards.

In promoting this work, various specialized committees actively responded. When the Population, Resources, and Environment Committee of the Provincial CPPCC accompanied the National CPPCC Population Resources and Environment Committee on research in Anshun City, they actively facilitated cooperation between China Energy Construction Group and Huangguoshu Scenic Area on projects related to cultural tourism industry of rural lodgings and ethnic cultural parks.

Face-to-face consultations between the Governor and CPPCC members are important consultations organized by the Guizhou CPPCC. It has been held uninterrupted for 29 years, and this year's theme is "Building Six Major Industrial Bases and Constructing a Modern Industrial System with Guizhou Characteristics."

"Our suggestions must be reasonable, substantial, well-directed, and effective," Zhao Yongqing said before the consultation meeting, deploying and researching multiple times.

The Economic Committee of the Provincial CPPCC took on the main research tasks for this consultation, summarizing 51 research topics around the construction of the six major industrial bases and guiding members to conduct independent research on the topics. They also utilized the large-scale visit activity to address the problem of members' difficulties in not wanting, not knowing how, and not being able to conduct research.

Zhao Yongqing said during a party class, "We must provide scientific ideological and methodological approaches for forward-thinking, comprehensive planning, strategic layout, and overall advancement of our work." He proposed strengthening the coordinated performance of the CPPCC at the provincial, municipal, and county levels, exploring innovative mechanisms for connecting topics, coordinating research, joint consultation, and using results, to enhance the collective effort in carrying out the work of the CPPCC in the new era.

In fact, not only internal coordination, during this year's "Two Sessions" (the National People's Congress and the National Committee of the CPPCC), Zhao Yongqing, together with the chairpersons of the Political Consultative Conferences of Hunan and Chongqing, submitted a proposal on strengthening the coordinated control of manganese pollution and promoting the transformation and development of the manganese industry. He also jointly submitted a proposal on strengthening ecological environmental protection and green development in the Chishui River Basin with the chairpersons of the Political Consultative Conferences of Sichuan and Yunnan. The proposals were registered by the Proposal Committee of the National CPPCC and handed over to the relevant ministries and commissions for processing. During his theme education research in Tongren City, Zhao Yongqing specifically investigated the situation of manganese pollution control in Wanshan District and Songtao County, conducted a river patrol in Chishui River within Xishui County and Renhuai City, and arranged for the CPPCC National People's Resources and Environment Committee to conduct special research, resulting in research reports being submitted to relevant ministries and commissions for reference.

Zhao Yongqing said, "To do a good job in the work of the CPPCC in the new era, we must have an open mind and adopt an open approach."

To implement the new responsibilities and fulfill their duties, and write a "CPPCC answer sheet" for comprehensive and strict governance of the Party, the CPPCC of Guizhou Province regards improving work style as a long-term task. They strictly adhere to the Central Eight-Point Regulation and its newly revised implementation rules, as well as relevant regulations of the Provincial Party Committee. They have issued opinions on strengthening the self-construction of the leadership team of the Provincial CPPCC, leading the improvement of research and investigation, streamlining conference activities, simplifying documents and briefings, standardizing outbound activities, improving news reporting, and practicing frugality and thrift. They have carried out rectification of work style in the CPPCC organs, conducted activities to create exemplary organs that are political, learning-oriented, innovative, service-oriented, and clean, and vigorously advocated the work style of being strict, meticulous, precise, efficient, and practical.

Immediately after the conclusion of the "Two Sessions" at the national level, the CPPCC of Guizhou Province made detailed arrangements for building a "clean and honest CPPCC" with upright and principled cadres, filled with integrity and positive energy, and a clean and upright atmosphere in the organs. They carried out solid "Five Ones" actions, including organizing one study and research, issuing one opinion, holding one meeting, signing one responsibility letter, and conducting one integrity education activity. Among them, the "Opinions of the Party Group of the Guizhou Provincial Committee of the Communist Party of China on Strengthening Comprehensive and Strict Governance of the Party and Promoting the Construction of a Clean and Honest CPPCC" were issued, proposing 17 measures to ensure the implementation of strict Party governance, and promote the in-depth development of comprehensive and strict Party governance.

Zhao Yongqing proposed that through the construction of a clean and honest CPPCC, comprehensive and strict governance of the Party should be extended to all levels of CPPCC organizations and CPPCC members, and the concept, system, rules, discipline, and culture of integrity should be integrated into all aspects of the CPPCC's performance of duties.

The "Five Ones" action is an innovative measure to implement the central and provincial requirements and promote the construction of Party conduct and clean government in the CPPCC organizations in the province. As a comprehensive service agency for the performance of CPPCC duties, the CPPCC organs of the province will steadfastly strengthen theoretical education, improve their ability level, correct the "Four Winds" and establish new ethical norms, and firmly strengthen the political, integrity, and disciplinary standards, striving to build a model organ that satisfies the Party and the people.

CPPCC cadres are the backbone of CPPCC work. Building a team of members who are politically, capable, and well-disciplined is an inevitable requirement to enhance the CPPCC's performance capabilities. Creating a team of loyal, clean, and responsible CPPCC cadres is a powerful guarantee for promoting the innovative development of CPPCC work. They will adhere to a combination of strict management and affectionate care, and give equal weight to incentives and constraints. They will improve the assessment and evaluation mechanism for cadres, formulate the "Opinions on the Construction of Young Cadre Teams of the CPPCC Organs in the Province," and focus on the four aspects of selection, nurturing, management, and utilization, educating and guiding CPPCC cadres to be upright in both their personal lives and their work.

The new journey is an expedition full of glory and dreams. Under the strong leadership of the Guizhou Provincial Party Committee of the Communist Party of China and the strong guidance of the National CPPCC, the Guizhou CPPCC will fully implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and the spirit of the 19th National Congress of the CPC. It will vigorously forge ahead, unite and strive, and bravely move forward, striving to accelerate the pace of the CPPCC, demonstrate new achievements of the CPPCC, and make new contributions to the construction of a modern Guizhou with diverse characteristics.
